Washington, DC – June 27, 2025 — In what is being described as a “turning point” for Central Africa, the Democratic Republic of the Congo (DRC) and Rwanda have signed a historic peace agreement aimed at ending decades of conflict that have claimed thousands of lives and displaced millions.
The peace accord, brokered by the United States and Qatar, was signed in Washington, DC by the foreign ministers of both nations — Olivier Nduhungirehe of Rwanda and Therese Kayikwamba Wagner of the DRC — at a ceremony hosted by U.S. Secretary of State Marco Rubio.
The deal comes after a year of heightened violence in eastern DRC, where the resurgence of the M23 rebel group led to widespread instability and humanitarian crises. The agreement outlines a roadmap for disengagement of armed forces, justice for victims, and the safe return of displaced communities.
“We believe a turning point has been reached with the Democratic Republic of the Congo,” said Rwanda’s Foreign Minister Nduhungirehe.
Congolese Foreign Minister Wagner echoed the sentiment, calling for peace to be matched with action:
“This agreement must be followed by disengagement, justice, and the return of displaced families.”
Secretary of State Marco Rubio described the signing as “an important moment after 30 years of war,” while also acknowledging the geopolitical undercurrents of the deal. Analysts say the agreement may open doors for U.S. companies to access critical minerals in the DRC — resources vital for global tech manufacturing — as the U.S. seeks to strengthen its influence in Africa amid rising competition with China.
Though cautiously optimistic, observers stress that the success of the agreement hinges on concrete action on the ground. The phased withdrawal of Rwandan troops, disarmament of rebel factions, and protection of civilians will be key milestones in the months ahead.
